Childcare regulations use age bands to assign different ratio and group-size requirements because the supervision needs of a 6-month-old are very different from those of a 4-year-old. While the labels "infant," "toddler," "preschool," and "school-age" are used nearly universally, the age cut-offs vary by state. A common set is: infant (birth–18 months), toddler (18–36 months), preschool (3–5 years), school-age (kindergarten and up). But some states define toddlers as 12–30 months, others as 24–36 months. These differences matter because the ratio rule attached to each band differs too. Always check your state's specific definitions. See /data/ratios-by-state for the age-band definitions and corresponding ratios for all 50 states.
